Since, in accordance with Russian law, buying land in recreational areas is practically impossible, we can talk about a long-term lease for 25 or 49 years.
In order to open a recreation center, it is necessary to register a legal entity, usually an LLC or an open joint stock company, and apply to the local municipal authority for a long-term lease of land. With a positive decision, the right to lease is registered with the legal entity and you can proceed with the construction of new or reconstruction of existing buildings on the site. If necessary, it will be possible to sell such a plot only with the business, having registered with a notary public the exit of some owners and the entrance of others.
